Necessity is the mother of all invention and New Yorkers are masters at trying to find solutions to every problem. If they cannot fix it, they will somehow find a way to work around it.
When the MTA (Metropolitan Transportation Authority) came up with a new rule to ban dogs from riding the subway unless they were service dogs, the city dwellers didn’t just sit back and accept the ruling to take their canine friend’s right to ride on the subway with them.
The new rule stated: “[N]o person may bring any animal on or into any conveyance or facility unless enclosed in a container and carried in a manner which would not annoy other passengers.”

Well, since they weren’t very specific whether the dogs legs and heads could stick out, people certainly got creative.

For NYC commuters, now it’s a common sight to see dogs being carried inside all sorts of bags, canvas tote bags, giant Ikea shopping bags, hiking backpacks, suitcases, duffel bags, you name it. As long as the dogs fit, they will ride!
